Cost Estimation Engineer

Position Description:
Responsible for preparing accurate cost estimates for various projects, coordinating with teams to ensure quality, and optimizing cost efficiency throughout project development. Also provides analysis, validation, mentorship, and support during contracting and other project phases.

Major Areas of Responsibility:

  • Schedule and direct the work of electrical technicians by coordinating work assignments.
  • Prepare multi-disciplinary cost estimates for short, medium, and large projects and a variety of other tasks and activities using appropriate tools and systems.
  • Discuss, coordinate, and resolve estimating input/queries with project team and subject matter experts available in the organization to ensure quality estimate.
  • Ensure all assumptions / clarifications for cost estimates are properly documented.
  • Provide support in cost estimation engineering for any selection and optimization study during project development process.
  • Support project team in identification, evaluation and capture of capital efficiency opportunities and estimate risks.
  • Perform cost reconciliation to previous estimates as project develops.
  • Perform complete analysis and cost validations using internal and external benchmarking data, historical indices, and component benchmarking.
  • Mentor & supports the review of the estimates prepared by other cost engineers to ensure accuracy, completeness, and compliance with scope of work.
  • Support and interphase with internal support teams during the contracting phase for a project or related activities.
  • Participate actively in Departmental meetings, including in the review of minutes of such meeting.
  • Any other work related to the business as assigned by the GM of Engineering & Projects or other Senior Management

Dimensions/Key Metrics & Job Context:

  • Delivery of projects and other tasks safely with zero LTI.
  • Ensure contractors adhere to NDEP’s policies during project execution.
  • Highlighting in a timely manner the areas of concern for potential cost overruns or underspends, recommending actions or solutions where possible with the aim of maintaining expenditure within budget Promotion of cost consciousness amongst budget users within the changing environment of procedures and processes.
  • Project delivery within budget and timeline, ensuring project specifications and quality are met.
  • Keep and track records of milestone payments to contractors.
  • Establish Cost Breakdown Structure (CBS) and integrate with WBS
  • Develop preliminary project cost project at conceptual stage.

Accountability:

  • Knowledge of the operations and maintenance of electric generating equipment and related electro-mechanical equipment in the entire facility.
  • Develop job cost management execution plan for every major project.
  • Assist project team to establish and maintain Project Cost Control procedures.
  • Assist Project Manager to establish and maintain work breakdown structure (WBS), including AFE and cost center numbers, to control and report costs at agreed levels.
  •  Provide support to Project Engineers to establish and maintain up to date Authorization for Expenditure (AFE) documents.
  • Monitor and report actual versus planned expenditures and produce cost forecasts to provide timely notification of potential over/under runs on major project without a ceiling. Produce Monthly cost reports, giving planned, actual, and forecast costs, for all elements of the Project, in line with the agreed WBS.
  • Coordinate all Engineering & Projects CAPEX and OPEX budget submissions.
  • Prepare and maintain log for Contractor invoices and ensure that these are properly cost coded, verified, and endorsed by relevant functions in the Project Team prior to approval by the responsible Senior Management.
  • Enter all project committed cost data into cost a tracking system.
  • Adjust forecast to reflect change orders and other variances.
  • AFE control and reporting to GM, Engineering & Projects

Education:

  • Degree in Engineering, Engineering Technology or Construction Management with a minimum of 10 years of prior experience in EPC or Project Management in the Oil and Gas industry.

Experience:

  • Experience interfacing with contractors or teams across multiple technical and construction functions.
  • A minimum of 5 years of experience in cost estimation or execution of a proposal.
  • Experience in using cost estimation software like Aspen CCE or Questor and other similar software.
  • Experience with Oil & Gas Facility & related Infrastructure Estimation.

  • Broad, multi-discipline knowledge and experience of cost engineering for Oil and Gas projects.
  • Good command of English both written and spoken.
  • Strong presentation skills in English.
  • Strong interpersonal and communication skills; ability to convey recommendations clearly and concisely to project team members and company leadership/management.
  • Strong organizational, coordination, planning, and interface skills.
  • Able to work well with others in a fast-changing environment.
  • Strong Excel and PowerPoint skills
